This idea literally came to me when I saw a picture of a woman swimming with a whale and I thought "what if mermaids used scuba diving gear?"
The story behind this is that scientists are trying to find more efficient ways of exploring the Ocean. As an experiment they tried to give a voulenteary woman fish-like qualities in an attempt to create an ultimate diver. They fused various pieces of diving equiptment to her body along with a robotic tail fused to her ankles. They took hair folicles from her head and created a tail that would match, much like fish.
